A Ventnor man is accused of running an insurance fraud and theft ring out of his Philadelphia auto-body repair shop.

Phillip Sessa, 41, and "at least" 12 other suspects sought to dupe insurance companies out of more than $300,000 through 22 phony claims, the Pennsylvania Attorney General's Office alleged on Thursday.

Members of the ring allegedly vandalized parked vehicles and staged phony accidents as part of their scheme, authorities said.

The ring operated from Sessa's auto body repair shop, Philly Collision at 25th and Wharton streets, officials alleged.

Sessa, one of four South Jersey residents charged in connection with the alleged ring, is accused of insurance fraud, theft by deception, operating a chop shop and other offenses.

Other area residents charged were David Dorkin, 49, of Cherry Hill; Jeffrey Sheehan, 50, of Wenonah and Jason Silverstein, 27, of Egg Harbor. They are accused of crimes that include insurance fraud and theft by deception.

An investigation into the alleged ring began in November 2008, authorities said.
